Advisory Board
William Baker serves as a current Advisory Board member of the Institute for Conflict Management, LLC. Mr. Baker also works as an Arbitrator, Mediator, Dispute Review Board member and a Consultant to the Construction Industry. Mr Baker has over 30 years’ experience as an arbitrator/mediator, and over forty years’ experience in construction management, budgeting, planning, and negotiation. As Vice President of the nine-campus, University of California system, from 1964-1997, he was responsible for negotiations of multi-billion dollar operating and capital budgets, and governmental relations at state and federal levels, in addition to overseeing an annual $500 million construction program for the nine-campus system.
As resident engineer for State Department of Public Works, he was responsible in the field for the oversight of reconstruction of the San Francisco-Oakland Bay Bridge. This project included pre-stressed and reinforced concrete, structural steel, tunnel work, highway and transit work including rail removal, earthwork, concrete and asphalt paving. As consulting engineer (concurrent practice), his projects included structural design for commercial buildings, multiple and single family residential, office buildings, churches, and shopping centers, along with structural inspections of residential and commercial buildings, including foundations, framing, earthquake resistance and soils engineering.
Mr. Baker has mediated approximately 50 construction disputes varying from small claims of less than $50,000 to large complex claims of over $10 million, and he has arbitrated approximately 250 construction disputes varying from small claims of less than $50,000 to large complex claims of over $75 million. Mr. Baker has also served as a Dispute Review Board member for Golden Gate Bridge District, Caltrans, Massachusetts Transportation Authority, Sacramento Regional Transit Authority, City of San Jose, and University of California.
Mr. Baker is also a former President of the Dispute Review Board Foundation.
